Minimum wages 2026 in Mozambique: the table by sector and what it changes for employers

Mozambique sets minimum wages by sector. The 2026 table, formalised by Ministerial Diplomas 34 to 41/2026 published in the Boletim da República, takes effect from 1 April 2026. Some sectors were left unchanged; among those adjusted, increases range from about 2.7% (private security) to about 9.3% (hotels and tourism). The figures below are the official INSS table; because fees, severance brackets and fines are expressed in sector minimum wages, every employer should know where its sector sits.

What the minimum wage changes beyond the payslip

  • Fees for hiring foreigners. Decree 88/2024 prices each file in sector minimum wages: one for a short-term notification, five for a quota notification, ten for a work authorisation. A work authorisation in non-financial services therefore costs MZN 108,450 in 2026, and in banking MZN 203,614.30.
  • Severance brackets. In terminations on structural, technological or market grounds, the Labour Law sets 30 days of salary per year of service where the base salary, including the seniority bonus, is between one and seven sector minimum wages, 15 days up to eighteen, and 5 days above (art. 141 no. 3), subject to the formalities and other rules of arts. 142 to 144. A higher minimum wage moves salaries down the brackets, which can increase the severance due.
  • Fines. Some amounts in labour regulations are expressed in minimum wages, such as the five minimum wages that Decree 88/2024 (art. 35 no. 6) requires to lift a suspension in the specific case of nationals declared but not hired; the general fines of art. 35 are measured in the foreign worker’s monthly salary instead.
  • Payroll floors. Salaries and sector allowances must be checked against the new floor from the April payroll, with retroactive effect to 1 April where the diploma was published later.

The regimes, fees and procedures for foreign staff are in Hiring foreign workers: quotas and the four regimes; the payroll mechanics are in Payroll, IRPS and INSS.
